PHASE 1 ENVIRONMENTAL SITE ASSESSMENT (ESA) RESULTS

Phase I Environmental Site Assessment (ESA) Results

Within the Commons of Downtown Medford, 38 properties were selected to be part of the Environmental Protection Agency (EPA) Brownfields testing program. Environmental consultants have completed a Phase 1 Environmental Site Assessment (ESA) on each of the 38 properties. The purpose of the Phase 1 ESA is to determine whether the proper-ties had a history of use of petroleum products. The results of the Phase 1 ESA were divided into three groups; those with an historic record of on-site pe-troleum use, those with an historic record of no on-site petroleum use, and those that have no historic record of petroleum use, but are abutting properties that have a record of petroleum use.

On-site petroleum history. Of the properties evaluated 15 were deter-mined to have a record of petroleum use on the property. Petroleum use typically means that at sometime in the past a business such as a gasoline station, vehicle storage, or automotive repair operated on the property. The tax lots that have records of petroleum business are: 2000, 2300, 3400, 3500, 3700, 4200, 4600, 4800, 5000, 5300, 7500, 7700, 7800, 8000, and 8100.

Off-site petroleum history. As a result of the confined nature of the study area and the number of properties with a history of petroleum use all the remaining sites abut such properties, and therefore have the potential to be exposed to petroleum product. The tax lots that fall into this category are: 2100, 2200, 2400, 2500, 2600, 2700, 2800, 3000, 3100, 3300, 4300, 4400, 4500, 4700, 4900, 7200, 7600, 7900, 8200, and Apple Street.

Not Assessed.3 of the properties were unable to be evalu-ated. The county tax lots that were notassessed are: 2900, 3600, 7400.

Phase II ESA. Of the 38 properties within The Commonsof Downtown Medford, 8 properties will beselected for Phase 2 ESA later this year. ThePhase 2 ESA will investigate the sub-sur-face conditions to determine if there is anypetroleum contamination, or existing buriedstorage tanks, and the extent of the con-tamination. Phase 2 ESAs will be completedlater this year.
